Vegas sets a line based on current information available (injuries, historical performance, etc.) and anticipated gambler sentiment. It then adjusts the line based on the public’s action.
For example, say Team Cover is favored by 7 points over Team Rats. If the public places significantly more bets on Team Rats, Vegas may adjust the line to Team Cover only being favored by 6 points.
On CoverRats, a standard Vegas line will look something like this -

-7 - This means that Team Cover must beat Team Rats by more than 7 points to win the bet. (Note - a positive number, like the 7 next to Team Rats, means that Team Rats can lose by less than 7 to win the bet. Team Rats would also win the bet if they won the game outright. If Team Cover beats Team Rats by exactly 7 points, the bet is a push and you get your money back.)
-110 - This means that for every $110 you bet, you will win $100. (Note - a positive number gives you the amount you would win, for every $100 bet. For example, +150 means that you will win $150 for every $100 bet.)

ELO - The ELO rating is a commonly used system to project outcomes from sporting events. It is derived from two data points - the final score of each game and where each game was played
